The Minnesota Home Energy Rebates (HER) Advisory Group is an advisory body established by the Minnesota Department of Commerce Program Design Team and created to help inform the design of Minnesota’s HER program.
The Advisory Group will provide valuable insights, recommendations, and guidance that contribute to informed decision-making and positive outcomes in the design of the Minnesota HOMES and HEAR programs.

Minnesota Home Energy Rebates Program
The Minnesota Department of Commerce is responsible for designing and administering Minnesota’s Home Energy Rebate programs and is committed to ensuring access to low- and moderate-income households. These rebates will help households make energy improvements, like upgrading appliances to efficient electric models, adding insulation, and modernizing home wiring systems to support home electrification.
The Home Energy Rebates Program consists of two subprograms:
Home Efficiency Rebates (HOMES)
Amount Allocated to Minnesota: $74,311,171
Description: Whole-home energy savings
Home Electrification and Appliance Rebates (HEAR)
Amount Allocated to Minnesota: $74,027,440
Description: Point-of-sale rebate for specific electrification and appliance upgrades
Program Guiding Principles
Inclusivity. Program design processes that are inclusive of stakeholder participation and input.
Equity. Ensure equity in access to energy programs, technologies, and resources.
Simplicity. Streamlined program design easy for residents to navigate, with easily understood eligibility requirements, and coordination points with other existing programs.
Customer Protection. Ensuring electrification projects do not result in higher energy bills for residents, protecting tenants from rent increases and/or eviction, ensuring proper warranties for labor and equipment.
Market Transformation. Achieving long-lasting impact for Minnesota.
